Manuscripts that have received a decision letter prior to July 31 will continue to be handled by the relevant co-editor, all the way to completion.

Manuscripts that have not received a decision letter will be transfered to McAfee.

Policies and Disclosures (tentative and not fully proof-read)

Co-Editors have authority over the manuscripts they handle. Co-editors are appointed for their judgment and I expect them to exercise it. I will not intervene in their decisions, even if I might have made a different choice. The main difference between the editor and the co-editor is the editor appoints co-editors and assigns papers to co-editors, as well as serving as a co-editor by handling about the same number of manuscripts submitted.

Generally we try to avoid seeking a review from someone at the same institution as an author of the manuscript. Exceptions, and mistakes, are possible.

Authors deserve professional, dispassionate and scientific responses by co-editors and referees. However, the primary job of co-editors and referees is to evaluate papers, not to rewrite them. Authors do not have a right to helpful reports, although helpful reports are frequently provided.

Specialized Co-Editors handle all the papers in their area. For example, if you submit a paper on defense economics, Bill Rogerson, our co-editor for defense economics, will handle it. The other co-editors and I share the remaining papers, more or less equally.

We now have a miscellany section. Miscellany operates like the JPE section of the same name, publishing humor and curiosities. Humor is purely a taste determination and being funny for an academic is like being tall for a dwarf. Submissions for the miscellany should indicate so on the manuscript. A good idea is to title the paper "Miscellany: The Simple Economics of Complexity."
